6. Strengthening the Los Angeles County Workforce\nRecommendation as submitted by Supervisors Barger and Horvath: Instruct the\nAuditor-Controller, in collaboration with the Chief Executive Officer and the\nDirector of Personnel, to engage a consultant to gather feedback from all\nimpacted County Departments and labor partners regarding telework and\nproductivity, funding for the consultant should come from the Auditor-Controller\nProvisional Funding Uses (PFU) for Board ordered audits, Auditor-Controller\ncurrently receives reimbursement from this PFU for all Board ordered audits,\nand once the consultant is retained, report back to the Board in writing in 120\ndays on the following:\nData on the number of employees who telework and the predominant\nreasons for telework arrangements, including the number of employees\nwho currently reside outside of the County and any who reside outside\nthe State;\nAnalysis of the best telework practices utilized by other large public\nsector organizations, or private organizations if relevant, that maximize\nproductivity, accessibility, and organizational effectiveness for the\nCounty to consider;\nAssessment of the opportunities and challenges experienced by\nDepartment leadership in supporting productivity among telework staff\nand recommendations to address any barriers, including the utilization of\nmatrices or systems to track performance and accessibility;\nA review of the County’s current telework policy and recommendations\nfor the County to further strengthen its telework program to support\nincreased work collaboration and efficiency; and\nA review on a sample basis of the extent to which Departments have\nimplemented, and are actively tracking work-performance and\nproductivity for all employees, including teleworkers, and include in their\nreport back to the Board opportunities to improve “measuring what\nmatters” in terms of objective and meaningful metrics of work quality,\nquantity, and outcomes;\nDirect the Chief Executive Officer, in collaboration with all impacted Department\nHeads, to report back to the Board in writing in 120 days on the following:\nThe cost savings each Department has realized over the past four years\nas a direct result of telework arrangements, which would include\ndecreased office space utilization and lease agreements, supplies,\nmileage reimbursement, etc.;\nAn overview of the County’s office footprint and how it has evolved over\nthe past four years as a result of increased telework options; and\nIn collaboration with the Director of Internal Services, include an\nassessment of the impacts of increased telework on parking utilization\nand any proposed modifications to parking allotments as a result, subject\nto appropriate labor relation negotiations.
