11. Supporting Immigrants in Los Angeles County\nRecommendation as submitted by Supervisors Solis and Horvath: Instruct the\nDirector of Consumer and Business Affairs, through the Office of Immigrant\nAffairs, in partnership with relevant Department Heads, to review Immigrants\nAre LA’s (IRLA’s) budget requests, and report back to the Board in writing in 90\ndays, including the following:\nIn collaboration with the Executive Director of the Homeless Initiative,\nChief Executive Office, conduct an analysis of the Los Angeles County\nHomeless Services Authority’s eligible programs for immigrants,\nincluding undocumented immigrants, and any existing gaps to receiving\nthose services, including recommendations for training and/or guidance\nfor homeless services providers to eliminate existing exclusions that\nprevent, intentionally or inadvertently, immigrants from accessing County\nhousing programs;\nAssessment of the feasibility of, and plan for, implementing IRLA’s five\nrecommendations to increase language access in the County;\nThrough the Department of Consumer and Business Affairs’ (DCBA)\nOffice of Labor Equity, explore the viability of a Worker’s Justice Fund\nfor all workers in the unincorporated areas of the County experiencing\nwage theft and retaliation, which includes recommendations and\nstrategies on the implementation of such fund; and\nThrough DCBA’s Center for Financial Empowerment, evaluation of\nopportunities that could support the economic wellbeing of immigrants,\nsuch as tailored financial education, access to safe affordable financial\nproducts, and promoting wealth building opportunities to improve their\nfinancial stability.
