58. Watershed Management Program and Coordinated Integrated Monitoring\nProgram Plans Agreements\nRecommendation: Authorize the Director of Public Works to update the\nWatershed Management Program and Coordinated Integrated Monitoring\nProgram plans, as deemed appropriate, based on the results of updated\nreasonable assurance analyses and other adaptive management efforts, and to\nsubmit those plans to the Los Angeles Regional Water Quality Control Board;\nauthorize the Director to negotiate, enter into, and amend cooperative and/or\ncost-sharing agreements with the County Flood Control District, municipalities,\nand other public agencies related to the implementation of the Watershed\nManagement Program plans and/or other activities needed for compliance with\nNational Pollutant Discharge Elimination System Municipal Separate Storm\nSewer System Permit requirements, and provided further that the County’s\nannual cost-sharing contribution for collaborative activities in each Watershed\nManagement Program group, including a 10% contingency, does not exceed\n$330,000, and the County’s aggregate annual cost share for collaborative\nactivities in all Watershed Management Program groups does not exceed\n$1,000,000; and find that the proposed actions are either not a project, or are\nexempt from the California Environmental Quality Act.
