A. Public Hearing Pursuant to Government Code 34458 on Draft\nCity Charter The City Council has been discussing placing a\ncity charter on the ballot at the November 5, 2024 statewide\ngeneral election. At its March 26, 2024 meeting, the City\nCouncil directed that a draft charter be set for public hearing\npursuant to State law. This is the first public hearing\nrequired by State law on the draft charter. The City Council\nwill be conducting a second hearing on the draft charter at a\nspecial meeting on June 27, 2024. After holding a second\nhearing on the draft charter, the City Council may vote to\nadopt a motion submitting the proposed charter to the City’s\nvoters. The City Council must wait 21 days after the second\npublic hearing before adopting this motion. The deadline to\nsubmit the charter to the County for inclusion on the ballot\nfor the November election is August 9, 2024.\nRecommendation: That the City Council take the following\nactions:\n1. Conduct the Public Hearing and take any public\ncomment;\n2. Discuss the Charter and provide direction on the City\ncharter; and\n3. Direct that the next Public Hearing be noticed for June\n27, 2024.\nStaff Report
