C. Adopt Resolution No. 2024-23, Approving SB 1 Project List\nfor FY 2024-25 Under the Road Repair and Accountability Act\nof 2017 (SB 1 Beall) On April 28, 2017, the Governor signed\nSenate Bill (SB) 1 (Beal, Chapter 5, Statute 2017), also known\nas the Road Repair and Accountability Act of 2017 to address\nbasic road maintenance, rehabilitation, and critical safety\nneeds on both the state highway and local streets and road\nsystem. Beginning November 1, 2017, the State Controller\nwill deposit various portions of this new funding into the\nnewly created Road Maintenance and Rehabilitation Account\n(RMRA). A percentage of this new RMRA funding will be\napportioned by formula to eligible cities and counties\npursuant to Streets and Highways Code (SHC) Section 2032\n(h) for basic road maintenance, rehabilitation, and critical\nsafety projects on the local streets and road systems. Prior\nto receiving an allotment of RMRA funds from the State\nController each fiscal year, the City must submit a proposed\nproject list to be funded with the estimated revenue\nallocations to the California Transportation Commission.\nThe project list shall be pursuant to an adopted resolution.\nRecommendation: That the City Council take the following\nactions:\n1. Adopt Resolution No. 2024-23, entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, APPROVING A LIST OF\nPROJECTS FOR FISCAL YEAR 2024-25 FUNDED BY SB\n1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF\n2017\n2. Find that the Project is exempt from CEQA review\npursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act (CEQA) Guidelines.\nStaff Report
