Approve Plans and Specifications for the San Diego River Watershed Water\nQuality Improvement Project (Phase 2), Bid No. 002-25; and\n2. Award the bid to the lowest responsive, responsible bidder, Downstream Services,\nInc., in the amount of $130,118.
