City Manager and Community Development — Approve Second Amendment to\nConsulting Services Agreement for Interim Housing Services, Accept and\nAppropriate Grant Program Awards of $1,665,759, Authorize the City Manager\nto Sign Agreements, and Accept and File Update on City’s Progress in\nAddressing Homelessness in Torrance. Expenditure: Not-to-Exceed $1,867,002\n(Non-General Funds).\nRecommendation of the City Manager and Community Development Director that City\nCouncil:\n1) Approve a second amendment to the consulting services agreement with Harbor\nInterfaith Services, Inc. of San Pedro, CA (C2022-050) in the amount of $1,867,002 for\na new not-to-exceed amount of $5,163,871 to provide interim housing services for the\nTorrance Temporary Housing Program and extend the contract term for an additional\none-year period beginning July 1, 2024 and ending June 30, 2025: and\n2) Accept and appropriate the 2022 Permanent Local Housing Allocation Program\n(PLHA) grant award in the amount of $380,959 to the GRANTPLHA — Housing\nOperating Grants Project; and\n3) Accept and appropriate the Cities and Councils of Government Interim Housing\nServices Fund (CCOGIHS) grant award in the amount of $1,284,800 to the\nGRANTPLHA — Housing Operating Grants Project; and\n4) Authorize the City Manager as the City's signatory for all grant-related agreements and\nto act on the City's behalf with respect to the agreements and all decisions in\nconnection with the agreements; and\n5) Accept and file the update on the City’s progress in addressing homelessness in\nTorrance.
