Acceptance of Tender Agreement, bid and award of Contract for the MDP\nLine N-4 Storm Drain Project\nRECOMMENDATION:\nApprove the Tender Agreement between the City and Gray Casualty &\nSurety Company; award a contract to Kirtley Construction, Inc. dba TK\nConstruction for construction of the MDP Line N-4 Storm Drain Project in\nthe amount of $2,041,230; approve the appropriation in the amount of\n$637,677; and authorize the City Manager to approve contract change\norders up to 10 percent of the total bid amount
