ZA-2020-1180-ZAA-ZAD-1A Council District: 14 – de Leόn\nCEQA: ENV-2021-1181-CE **Last Day to Act: 02-22-23\nPlan Area: Northeast Los Angeles Continued from 12-14-22\nPUBLIC HEARING REQUIRED\nPROJECT SITE: 1480 North Avenue 57\nPROPOSED PROJECT:\nConstruction, use, and maintenance of a new three-story, 1,967-square-foot single-family dwelling, with\nan attached two car garage, and a pool [and a new 678-square-foot attached Accessory Dwelling Unit\n(ADU) under separate Administrative review] with a maximum six-foot tall and 59-foot eight-inch long\nretaining wall on the Project site and a maximum 13-foot 11-inch tall and approximately 75-foot long\nretaining wall in the public right-of-way at the edge of the sidewalk, grading of up to 683 cubic yards of\nearth and importing approximately 153 cubic yards of earth.\nAPPEAL:\nAn appeal of the July 25, 2022, Zoning Administrator’s Determination which:\n1. Determined, based on the whole of the administrative record, the Project is exempt from CEQA,\npursuant to CEQA Guidelines Section 15303, Class 3, and there is no substantial evidence\ndemonstrating that any exceptions contained in Section 15300.2 of the State CEQA Guidelines\nregarding location, cumulative impacts, significant effects or unusual circumstances, scenic highways,\nor hazardous waste sites, or historical resources applies;\n2. Approved, pursuant to Section 12.24 X.28 of the Los Angeles Municipal Code (LAMC), a Zoning\nAdministrator’s Determination to permit the construction, use, and maintenance of a new single-family\ndwelling with an Accessory Dwelling Unit (ADU) on a lot fronting\non Substandard Hillside Limited Streets without providing a 20-foot-wide Adjacent Minimum Roadway\nat one of the property's frontages along Highgate Avenue as required by LAMC Section\n12.21C.10(i)(2);\n3. Dismissed, pursuant to LAMC Section 12.24 X.28, a Zoning Administrator’s Determination to permit a\nportion of the proposed structure to exceed the maximum 36-foot Envelope Height pursuant to LAMC\nSection 12.21 C.10(d)(2) as the applicant has submitted a revised application to withdraw the subject\nheight request;\n4. Approved, pursuant to LAMC Section 12.28, a Zoning Administrator’s Adjustment to permit a 27-foot-\nwide driveway bridge and pedestrian access stairway with support retaining wall and hand/guardrails\n(at a maximum combined height of eight-foot eight-inches as measured from the base of the wall; see\nsheet A102), located within the public right-of-way and within the front yard setback below street level,\nin lieu of the requirement permitted by LAMC Section 12.21 C.1(g); and\n5.
