Therefore,\npursuant to State Guidelines Section 15060(c)(3) no environmental review is required.\nRECOMMENDED ACTION:\nAdopt resolutions: A) Approving the proposed boundaries of proposed Community\nFacilities District No. 2024-1 (Citrus Bay) (“CFD No. 2024-1”), declaring the intention of\nthe City Council to authorize the formation of the proposed CFD No. 2024-1, levy a\nspecial tax, and set a time and place for the public hearing; and B) Declaring the\nnecessity to incur bonded indebtedness.
