15. AWARD OF CONTRACT FOR THE CONSTRUCTION OF CIVIC\nCENTER ALTERNATE POWER SOURCE PROJECT (CIP No. 10069)\nBids for the Civic Center Alternate Power Source Project (CIP No. 10069)\nhave been received and a construction contract is ready to be awarded to\nthe lowest responsive/responsible bidder, R2B Engineering ("R2B").\nRecommendation: It is recommended that the City Council: 1. Deny the\nbid protest submitted by M.S. Construction Management Group\n("MSCMG") as to R2B; 2. Deny the bid protest submitted by Woodcliff\nCorporation ("Woodcliff") as to R2B; 3. Award the construction contract to\nR2B, the lowest responsive/responsible bidder, in the amount of\n$3,892,440, and authorize the Mayor and the City Clerk to execute the\ncontract documents on behalf of the City.
