8. CONSIDERATION OF FIRST AMENDMENT TO PROFESSIONAL SERVICES\nAGREEMENT BETWEEN THE CITY OF BELL GARDENS AND IMPACT SCIENCES, INC.\nAn amendment to extend a professional services agreement term through December 31, 2024, to\nallow Impact Sciences, Inc. to continue to provide the City consulting services in the development\nof a new Environmental Justice Element to the Bell Gardens General Plan.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Determine the action exempt from the provisions of the California Environmental Quality Act\n(CEQA) pursuant to State CEQA Guidelines Section 15060(c)(3); and\n2. Adopt the attached resolution approving a First Amendment to the Professional Services\nAgreement between the City and Impact Sciences, Inc. to accommodate alignment with\ngrant funding term used to develop the impending Environmental Justice Element to the Bell\nGardens General Plan.\n4
