D. Approval of Professional Services Agreement with Allan D. Kotin & Associates for Real Estate\nAdvisory Services\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nguidelines; and\n2. Authorize the City Manager to execute a sixth modification to reinstate and extend\nAgreement #9543 with Allan D. Kotin & Associates for real estate advisory services for\nthe Community Development Department.
