A. Adoption of the Second Year of the FY 2023-25 Biennial Budget, Adoption of the First Year and\nApproval of the Second Year of the FY 2024-26 Biennial Capital Improvement Program Budget\nRecommended Action\nStaff recommends that the City Council, Housing Authority and Parking Authority:\n1. Adopt a Resolution of the City Council of the City of Santa Monica adopting the FY 2024-\n25 Operating Budget and adopting the first year and approving the second year of the FY\n2024-26 Biennial Capital Improvement Program Budget at Attachment A, as amended by\nAttachment D;\n2. Adopt a Resolution of the Housing Authority of the City of Santa Monica adopting the FY\n2024-25 Operating Budget and adopting the first year and approving the second year of\nthe FY 2024-26 Biennial Capital Improvement Program Budget at Attachment B, as\namended by Attachment D; and\n3. Adopt a Resolution of the Parking Authority of the City of Santa Monica adopting the FY\n2024-25 Operating Budget and adopting the first year and approving the second year of\nthe FY 2024-26 Biennial Capital Improvement Program Budget at Attachment C, as\namended by Attachment D.\nStaff also recommends that the City Council:\n4. Adopt a Resolution of the City Council of the City of Santa Monica revising the City’s\nmaster fee schedule to establish and revise certain permit and user fees and charges\n(Attachment E);\n5. Adopt a Resolution of the City Council of the City of Santa Monica revising the City’s\nmaster fine schedule to establish and revise the administrative citation schedule of fines\nfor certain violations of the Santa Monica Municipal Code (Attachment F);\n6. Adopt a Resolution of the City Council of the City of Santa Monica establishing parking\nrates and permit fees for all City parking facilities and resources (Attachment G);\n7. Adopt a Resolution of the City Council of the City of Santa Monica temporarily waiving\nand reducing outdoor dining license fees for third street promenade to stimulate\neconomic recovery (Attachment H);\n8. Adopt a Resolution of the City of Santa Monica establishing new classifications and\nadopting salary rates for various listed positions (Attachment I) and approve the position\nand classification changes (Attachment J);\n9. Adopt a Resolution of the City of Santa Monica establishing the Gann appropriations limit\nfor FY 2024-25 (Attachment K);\n10. Adopt a Resolution incorporating a project funded by SB1: The Road Repair and\nAccountability Act (Attachment L);\n11. Adopt a Resolution authorizing the City Manager to revise the Confidential\nUnrepresented Employee (CUE) Pay Plan (Attachment M)\n12. Maintain existing adult-use and medicinal cannabis tax rates or provide direction to staff\non the desired adult-use and medicinal tax rate increases and adopt a resolution\nincreasing the adult-use and medicinal cannabis tax rates as directed effective January\n1, 2025 (Attachment N);
