Community Development – Conduct Public Hearing on Substantial Amendment\nto Five-Year Consolidated Plan Covering Fiscal Year (FY) 2023-27 and Annual\nAction Plan Covering FY 2024-25, Approve and Authorize Submission of\nSubstantial Amendment to FY 2023-27 Consolidated Plan and FY 2024-25 Action\nPlan, and Authorize City Manager to Execute Documents. Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1) Conduct a public hearing and take public testimony on the Substantial Amendment to\nthe Five-Year Consolidated Plan covering the period July 1, 2023 – June 30, 2028,\nand the Annual Action Plan covering the period July 1, 2024 – June 30, 2025; and\n2) Approve and authorize submission of Substantial Amendment to the FY 2023-27\nConsolidated Plan and FY 2024-25 Action Plan to the U.S. Department of Housing and\nUrban Development (HUD); and\n3) Authorize the City Manager to execute all appropriate and necessary documents to\nreceive funding and implement approved uses.
