A Consideration and possible action to consider placing a ballot measure for\nconsideration by the voters on the November 5, 2024, General Election ballot\nby adopting the following Resolutions – Continued\nResolution No. 24-41 – A Resolution requesting the Board of Supervisors of\nthe County of Los Angeles to add a proposition to the previously\nconsolidated Special and General Municipal Election to be held on\nto Elections Code § 10403; and\nResolution No. 24-42 – A Resolution directing the City Attorney to prepare\nan impartial analysis of the proposition seeking voter approval for a\nCity Charter; and\nResolution No. 24-43 – A Resolution establishing requirements for ballot\narguments filed with the City Clerk to be included with voter information for\nthe Special and General Municipal Election on November 5, 2024.\nCEQA: The City reviewed the environmental impacts of this activity under the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq.\n“CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§\n15000, et seq., the “CEQA Guidelines”). This activity is exempt from review under\nCEQA because it will not result in a direct or reasonably foreseeable indirect\nphysical change in the environment, there is possibility that it may have a\nsignificant effect on the environment, and does not constitute a “project” as defined\nin CEQA Guidelines. These Resolutions are for general policies and procedure-\nmaking. They do not involve any commitment to a specific project which could\nresult in a potentially significant physical impact on the environment. Accordingly,\nAccordingly, this activity is exempt from further review.\nRecommendation to City Council: 1) Adopt Resolution Nos. 24-40 through 24-43;\n2) If desirable, designate one or more Council Members to draft an argument in\nfavor of the ballot proposition; or 3) Alternatively, discuss and take other action\nrelated to this item.
