2.U. FISCAL YEAR 2024-25 CULTURAL EVENTS AND WAIVER OF\nFACILITY USE FEES FOR EVENTS SUPPORTING THE RUSSIAN-\nSPEAKING COMMUNITY [Y. QUARKER, A. LOVANO, J. DEL TORO,\nT. RODZINEK]:\nSUBJECT: The City Council will consider approving the programming of\ncultural events, endorsed/co-sponsored by the Russian-Speaking\nAdvisory Board.\nRECOMMENDATIONS: 1) Approve programming of cultural events to\nsupport the Russian-speaking community during FY 2024-25; 2) Allow\nnonprofit organizations to charge fees or accept donations to offset\nproduction costs for performances or related projects; 3) Authorize use of\nthe City’s name and logo on promotional and collateral materials and the\npromotion of the events through the City’s website, calendar, and social\nmedia networks; 4) Make approvals contingent on the execution of\nappropriate permits and contractual agreements with the various\nproducers and non-profit organizations; 5) Approve the waiver of facility\nuse fees for organizations as listed in this report; 6) Authorize an\nadditional hour of validated parking for event participants at the 5-story\nWest Hollywood Park garage, up to a total of 3 hours; 7) Approve the\nwaiver of the 3-hour parking restrictions at Plummer Park for events that\nexceed 2 hours; and 8) Authorize staff to waive other special events\npermit fees and other ancillary fees as deemed necessary.
