6.A. AUTHORIZATION TO CONDUCT A PUBLIC OPINION SURVEY\nREGARDING A POTENTIAL SALES TAX MEASURE ON THE\nNOVEMBER 5, 2024 BALLOT [D. WILSON, C. SAFRIET]:\nSUBJECT: The City Council will consider authorizing a public opinion\nsurvey regarding a potential sales tax measure for the November 5, 2024\nballot to approve a City quarter-cent local sales tax in response to the Los\nAngeles County ballot initiative to repeal Measure H and approve a half-\ncent sales tax to address homelessness, and approving an Agreement for\nServices with Fairbank, Maslin, Maullin, Metz & Associates, a professional\npublic opinion research firm, to conduct a survey assessing public opinion\nand support for the proposed local tax measure.\nRECOMMENDATIONS: 1) Provide authorization to conduct a public\nopinion survey regarding a potential local sales tax measure for the\nNovember 5, 2024 ballot to approve a quarter-cent City sales tax in\nresponse to the Los Angeles County ballot initiative to repeal Measure H\nand approve a half-cent County sales tax to address homelessness; 2)\nDirect staff to report back to the City Council at the August 5, 2024\nmeeting with the survey results, recommendations for next steps, and, if\nnecessary, the required resolutions to add the ballot measure to the\nNovember 5, 2024 ballot; and 3) Approve an Agreement for Services with\nFairbank, Maslin, Maullin, Metz & Associates to conduct a survey\nassessing public opinion and support for the proposed City sales tax\nmeasure in an amount not to exceed $39,750 and authorize the City\nManager or designee to execute documents incident to the Agreement.
