Matters not on the agenda may, at the Council' s discretion, be\nreferred to the City Manager and placed on a future agenda.\nThose members of the public wishing to speak are asked to come forward to the\nmicrophone and state their name for the record. All speakers will be limited to a period\nof five (5) minutes.
