16. RESOLUTION AMENDING THE PERMANENT LOCAL HOUSING ALLOCATION\n(PLHA) PROGRAM – F2M20-27, R2M23-14, M2M23-28\nOn July 13, 2020, under Resolution No. R2M20-28, the City Council accepted a PLHA\ngrant, in an amount not to exceed $2,793,768 over five years. PLHA grant funds were\n8\n2-27-23\nmade available in 2020 to entitlement and non-entitlement cities in California for housing-\nrelated projects and programs that assist in addressing the unmet housing needs of local\ncommunities. Under this grant, the Council directed a one-time allocation of $116,400 for\nthe San Gabriel Valley Regional Housing Trust (SGVRHT), and the remaining portion of\n$2,677,368 was identified for the predevelopment, development, and acquisition of\naffordable rental housing in Alhambra-specifically, Mariposa, Chapel, and Water Lots. On\nDecember 29, 2022, the California Department of housing and Community Development\n(HCD) rejected the City’s draft Regulatory Agreement, which contained language subject\nto tenant preferences, as “problematic”. Funding for a Homeless Supportive/Case\nManagement Services Program under PLHA is available to the City for a period of five\nyears, through April 30, 2028. Under the City’s Homeless Outreach Mental Health\nEvaluation (HOME) Program, which includes partnership between the Alhambra Police\nDepartment and a Specialized Outreach Navigator, PLHA funds will be used to support\nthe costs of homeless case management and supportive services. Due to formula\nallocations, the amount of funding has increased, however, to $2,934,464. After deducting\nfor the SGVRHT in the amount of $116,400, the total amount of funds left for the homeless\nactivity is $2,819,064.\nRecommended Action: City Council consider changes to the City’s Permanent\nLocal Housing Allocation (PLHA) Program by rescinding Resolution No. R2M20-28 and\nreplacing it by adopting Resolution R2M23-14 entitled: An Authorizing Resolution of the\nCity Council of the City Of Alhambra, California regarding the Permanent Local Housing\nAllocation (PLHA) Program and to retain funding for eligible housing activities in the City\nof Alhambra, which re-allocates funds to a new eligible activity—Homeless Supportive\nServices/ Case Management Services; and direct, staff to undertake the steps necessary\nto finalize the Council’s action, as deemed appropriate.
