17. CONTRACT AMENDMENT FOR ONGOING SMALL BUSINESS ASSISTANCE GRANT\nPROGRAM DELIVERY – F2M20-33, K2M20-335, M2M23-29\nOn February 28, 2022, the City Council approved the establishment of a Small Business\nAssistance Grant (SBAG) Program, which funding was appropriated through unspent\nCommunity Development Block Grant-COVID 19 (CDBG-CV) funds. Approximately\n$48,000 currently remain for SBAG distribution. Ms. Esther Luna, a Retired Annuitant, was\ncontracted to screen and process eligible Alhambra business applications based on\nprogram guidelines and other requirements for the U.S. Department of Housing and Urban\nDevelopment (HUD). An amendment to Ms. Luna’s contract is currently necessary to\nensure continued SBAG Program delivery through December 31, 2023. Program Delivery\ncosts are covered under the City’s CDBG-CV funds.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to Contract No. K2M20-335\nbetween Esther Luna and the City of Alhambra through December 31, 2023 for ongoing\nSmall Business Assistance Grant Program Delivery in an amount charged hourly under\nitemized timecard not to exceed $75,000; authorize the City Manager to execute the\nAmendment; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-29)\n9\n2-27-23
