24. RESTRUCTURING OF THE DEPARTMENT OF FINANCE: ADOPTION OF A\nRESOLUTION APPROVING A CLASS SPECIFICATION FOR SENIOR ACCOUNTANT\nAND ADOPTION OF AN URGENCY ORDINANCE AMENDING ORDINANCE NO.\nO2M23-4809 RELATING TO THE POSITION OF SENIOR ACCOUNTANT IN THE\nFINANCE DEPARTMENT – F2M23-2, R2M23-11, O2M23-4810, M2M23-33\nThe Finance Department recently experienced two vacancies due to the retirement of a\nSenior Account Clerk and resignation of an Accounting Manager. This creates opportunity\nto examine the existing staffing structure, operations and functions, and customer service.\n11\n2-27-23\nAfter two failed recruitments for an Accounting Manager, staff has determined the need to\nreplace the position with a Senior Accountant position. The Senior Accountant position will\nrequire less supervisory experience, but will still provide a high level of technical and\ncomplex financial support to the Finance Director, while providing supervision to staff in\nthe Accounting Division. The Senior Account Clerk, who performed Accounts Receivables\nbilling of false alarms, damage to City property, and other billing, recently retired. Staff is\nrequesting to eliminate the budget funding and appropriation for the Senior Account Clerk\nposition and reappropriate said funding to create an Account Clerk position, which will\nresult in a cost savings. With the cost savings, staff is requesting to fund one additional\nAccount Clerk for the Payroll Division to provide additional support. Staff will also eliminate\nthe budget funding for one full-time Cashier I position to fund the additional full-time\nAccount Clerk. Additionally, Alhambra Municipal Code Section 2.48.070 (B) provides that\nbefore a class specification becomes effective or other changes are made to the City’s\nClassification Plan, it shall first be approved by the City Council. Therefore, staff\nrecommends that the City Council adopt a resolution approving the class specification for\nthe Senior Accountant position. An urgency ordinance memorializing these changes is\nnecessary in order to allow for the immediate recruitment of the new classification of\nSenior Accountant and to provide the Finance Department with the much-needed\nexpertise and support necessary.\nRecommended Action: City Council, by one motion, take the following actions: 1)\nApprove the restructuring of the Department of Finance by eliminating the budget\nappropriation for one full-time Cashier I, one full-time Senior Account Clerk, and one full-\ntime Accounting Manager and reallocating said appropriations to fund one full-time Senior\nAccountant and two full-time Account Clerk positions; 2) Adopt Resolution No. R2M23-\n11 entitled: A Resolution of the Alhambra City Council approving a class specification for\nSenior Accountant; 3) Direct the City Attorney to introduce and give reading by title only,\nwaiving further reading to the following urgency ordinance entitled:\nOrdinance No. O2M23-4810: An Urgency Ordinance of the Alhambra City\nCouncil amending Ordinance No. O2M23-4809 relating to the position of\nSenior Accountant in the Finance Department\nand adopt same by a 4/5 vote of the City Council, after which such ordinance shall\ngo into effect immediately; and,\n4) Direct staff to undertake the steps necessary to finalize the City Council’s action.\n(M2M23-33)
