4.8 NATIONAL OPIOID SETTLEMENTS WITH DEFENDANT KROGER CO.\nRecommended Action:\n1. Opt into the settlement agreement with Kroger, allocate the City’s portion of the\nsettlement funds to the County of Orange, and direct the City Manager to execute\nany documents necessary to implement the action; and\n2.
