Item 201: Consideration of a Ballot Measure Proposed by the San Diego Unified School\nDistrict for the November 2024 Election to Amend the City Charter Regarding the\nElection Process for Members of the Board of Education.\nThis item will be considered in the afternoon session which is scheduled to begin at\n2:00 p.m.\nTotal Estimated Cost of Proposed Action and Funding Source:\nThere is a cost associated with placing ballot measures on the November 2024 ballot,\nwhich will be addressed when individual measures are considered by the full City\nCouncil. The City Clerk can advise the Council on this matter at the time the measures are\nconsidered by the full Council. Additionally, ballot measures may result in fiscal impacts\nto the City.\nCouncil District(s) Affected: Citywide.\nProposed Actions:\nSubitem-A: (O-2025-1)\nIntroduction and adoption of an Ordinance submitting to the qualified voters of the City\nof San Diego at the Municipal Special Election, consolidated with the California State\nGeneral Election, to be held on November 5, 2024, one measure amending the San Diego\nCity Charter, by amending Article VI, section 66 relating to Board of Education elections.\nSubitem-A: This item is not subject to the Mayor's veto.\nSubitem-B: (R-2025-1)\nResolution directing the City Attorney to prepare a ballot title and summary and an\nimpartial analysis; directing the Mayor, Independent Budget Analyst, and City Auditor to\nprepare a fiscal impact analysis; and assigning ballot arguments, all regarding one\nmeasure amending the San Diego City Charter, by amending Article VI, section 66 to be\nsubmitted to the qualified voters of the City of San Diego at the Municipal Special\nElection, consolidated with the California State General Election, to be held on November\n5, 2024.\nSubitem-B: This item is not subject to the Mayor's veto.\nCommittee Actions Taken:\nThis item was heard at the Rules Committee meeting on June 5, 2024.\nACTION: Motion by Committee Member Campillo, second by Committee Member Lee,\nto recommend Council approval of staff’s proposed actions.\nVOTE: 5-0; Elo-Rivera-yea, LaCava-yea, Lee-yea, Moreno-yea, Campillo-yea.\nCouncil District 9: Brendan Dentino, (619) 236-6699\nCity Attorney Contact: Kathy Steinman
