4.2 AGREEMENT BETWEEN THE COUNTY OF ORANGE\nAND THE CITY OF IRVINE FOR TRANSFER OF\nLIBRARY SERVICES AND PROPERTY TAX\nEXCHANGE\nACTION:\n1) Approve the Agreement between the County of\nOrange and the City of Irvine for Transfer of Library\nServices, authorize the City Manager to prepare\nreports, issue notices, and complete such steps as\nnecessary to implement said agreement, and authorize\nthe City Manager to enter into a lease for the University\nPark Library.\n2) Adopt - A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF IRVINE, CALIFORNIA, NOTIFYING\nTHE BOARD OF SUPERVISORS OF THE COUNTY\nOF ORANGE OF THE CITY OF IRVINE'S INTENT TO\nWITHDRAW FROM THE ORANGE COUNTY FREE\nLIBRARY SYSTEM EFFECTIVE JULY 1, 2025,\nPURSUANT TO EDUCATION CODE SECTION 19104\n3) Adopt - A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF IRVINE, CALIFORNIA, AGREEING\nTO THE TRANSFER OF TAXES BETWEEN THE\nCOUNTY OF ORANGE AND CITY OF IRVINE\nPURSUANT TO REVENUE AND TAXATION CODE\nSECTION 99\n4) Adopt - A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF IRVINE, CALIFORNIA,\nAUTHORIZING FULL-TIME POSITIONS IN\nACCORDANCE WITH THE PROVISIONS OF\nCOMPENSATION RESOLUTIONS AND\nSUPERSEDING RESOLUTION NO. 24-38, WHICH IS\nINCONSISTENT THEREWITH\n5) Approve a budget adjustment appropriating $886,965\nfrom the Asset Management Plan (Fund 002) to fund a\nCity Librarian and consultant services to assist with\nlibrary transitional period and architectural services,\nwith those funds set to be repaid from future library\nfunds that the City will receive as part of the operational\ntransition.\n4.2
