20. RESOLUTION ESTABLISHING A PROCESSING FEE FOR THE ISSUANCE OF\nCONCEALED CARRY WEAPON (CCW) PERMITS; AUTHORIZE AN AGREEMENT\nFOR CCW PROCESSING AND APPROPRIATE FUNDS FOR SERVICE\nIMPLEMENTATION – F2M23-28, R2M23-7, C2M23-12, M2M23-32\nHistorically, the Los Angeles County Sherrif’s Department processed and issued all CCW\npermits within Los Angeles County. Effective August 1, 2022, the Los Angeles County\nSheriff’s Department is no longer accepting applications from residents living within\nmunicipalities not served by the Sheriff’s Department. The Alhambra Police Department\n10\n2-27-23\nwill assume the responsibility for the issuance of CCW permits to the residents of\nAlhambra. The process includes an application, interview, psychological review, training,\ngun inspection and proficiency examination, among other details. To support the\nprocessing of the CCW permit requirements, the Police Department is requesting to enter\ninto an agreement with MPI, Inc., MyCCW.us, which provide Police Officer Standards and\nTraining (POST) certified background investigators, document collection and notifications\nto applicants. Additionally, there are several applicant fees associated with the processing\nof a CCW and the California Penal Code allows cities to charge fees to offset the cost of\nCCW license issuance. Therefore, staff requests that the City Council adopt a resolution\nto establish administrative fees for the issuance of CCW permits and add those fees to\nthe City’s Fee Schedule. Finally, staff requests an expenditure appropriation of $15,000\nfor the implementation of CCW permit processing services.\nRecommended Action: City Council adopt Resolution No. R2M23-7 entitled: A\nResolution of the City Council of the City of Alhambra establishing Administrative Fees for\nthe processing and issuance of Concealed Carry Weapon Permits; authorize an\nagreement, subject to final language approval by the City Manager and City Attorney,\nbetween the City of Alhambra and MPA, Inc., MyCCWs.us, for the processing of CCW\npermits; appropriate funds in the amount of $15,000 for the implementation of services;\nand, direct staff to undertake the steps necessary to finalize Council’s action.
