PH 1. Resolution Approving (1) Automatic Annual Inflationary Increase to Solid Waste Handling\nServices Fee for Single-Family Dwellings and (2) Collection of Solid Waste Handling\nServices Fee for Single-Family Dwellings on the Tax Roll Pursuant to Section 5473 of the\nHealth and Safety Code\nRecommendation/s:\nAdopt Resolution No. 24-____, approving (1) automatic annual inflationary increase to solid\nwaste handling services fee for single-family dwellings for fiscal years 2024-2025 through\nfiscal year 2028-2029, and (2) collection of solid waste handling services fee for single-\nfamily dwellings on the tax roll pursuant to section 5473 of the Health and Safety Code.\nOn May 28, 2024, the City Council adopted Resolution No. 24-23, commencing the process\nconcerning (1) a proposed automatic annual inflationary increase to the solid waste handling\nservices fee for fiscal years 2024-2025 through fiscal year 2028-2029, and (2) proposed\ncollection of solid waste handling services fee for single-family dwellings on the tax roll\npursuant to section 5473 of the California Health and Safety Code.\n\nPH 2. Lancaster Drainage Benefit Assessment District Levy of Annual Assessment for Fiscal Year\n2024-2025\nRecommendation/s:\nAdopt Resolution No. 24- , confirming the diagram and assessments, and ordering the\nlevy of an assessment in the Lancaster Drainage Benefit Assessment District for Fiscal Year\n2023-2024.\nThe drainage improvements in the District have been completed and accepted by the City\nCouncil, and will be maintained with funds generated by the Drainage Benefit Assessment\nDistrict. Each lot or parcel within the District that was annexed prior to Fiscal Year 2005-\n2006, as indicated on the diagram, will be assessed a unit assessment of $50 per Equivalent\nDrainage Unit (EDU) for Fiscal Year 2024-2025.\n\nPH 3. Lancaster Landscape Maintenance District No. 1 Levy of Annual Assessment for Fiscal Year\n2024-2025\nRecommendation/s:\nAdopt Resolution No. 24-___, confirming the diagram and assessments, and ordering the\nlevying of an assessment in the Lancaster Lighting Maintenance District No. 1 for Fiscal Year\n2024-2025.\nLancaster Landscape Maintenance District No. 1 and Fox Field Industrial Corridor\nLandscape Maintenance District were formed, including subsequent annexations thereto, for\nthe purpose of providing maintenance services to landscaping and appurtenant improvements\nfor various developments within the City, and assessing those properties which benefit from\nthis service. Each year the City Council must, by law, order the preparation of an Engineer's\nReport describing the existing and proposed maintenance services, and conduct a public\nhearing to establish and order the amount of assessment for the next fiscal year.\n\nPH 4. Lancaster Lighting Maintenance District Levy of Annual Assessment for Fiscal Year 2024-\n2025\nRecommendation/s:\nAdopt Resolution No. 24- ____, confirming the diagram and assessments, and ordering the\nlevy of an assessment in the Lancaster Lighting Maintenance District for Fiscal Year 2024-\n2025.\nOn March 11, 2003, the City Council directed that an election be held asking the property\nowners within the Lancaster Lighting Maintenance District (LLMD) to approve an increase\nin the annual street lighting assessment to $70 per lighting unit, including a Consumer Price\nIndex (CPI) based inflator.\n\nPH 5. Levying Lancaster Sewer System Service Charges for Fiscal Year 2024 2025\nRecommendation/s:\nAdopt Resolution No. 24-___, a resolution of the City Council of the City of Lancaster,\nCalifornia, levying Lancaster Sewer System Service Charges for maintenance and servicing\nof the Lancaster Sewer System for Fiscal Year 2024-2025.\nEach year, staff prepares an Engineer's Report for the City Council to determine the actual\namount of the sewer service charge needed to fund the maintenance of the Lancaster Sewer\nSystem. The Engineer’s Report determining and proposing the sewer service charge for\nFiscal Year 2024-2025 has been prepared. Attached is the resolution to levy the sewer\nservice charges for Fiscal Year 2024-2025.\n\nPH 6. Lancaster Maintenance Districts Annexations 2024\nRecommendation/s:\nAdopt the attached Resolution, regarding the annexation of properties into the City’s\nMaintenance Districts.\nAdopt Resolution No. 24-__, Announcing Results of an Assessment Ballot Procedure a\nPublic Hearing, Ordering the Annexation of Territory and Ordering the Levy and Collection\nof Assessments Therein\nThe Lancaster Maintenance Districts, separately known as the Lancaster Lighting\nMaintenance District, the Landscape Maintenance District and the Drainage Maintenance\nDistrict (the “Districts”) were formed to provide a dedicated funding source for the\nmaintenance, operations, servicing and installation of public lighting, public landscaping and\npublic drainage facilities within the City of Lancaster.
