Item 104: Approval of TLOxp – A Single-Source Investigative Tool for Accessing Public\nRecords Under the Transparent and Responsible Use of Surveillance Technology\nOrdinance.\nTotal Estimated Cost of Proposed Action and Funding Source:\nThere are no expenditures associated with this action.\nCouncil District(s) Affected: Citywide.\nProposed Actions:\n(R-2024-633)\nResolution approving TLOxp technology pursuant to the Transparent and Responsible\nUse of Surveillance Technology Ordinance.\nCommittee Actions Taken:\nThis item was heard at the Public Safety Committee meeting on June 5, 2024.\nACTION: Motion by Vice Chair Campillo, second by Committee Member Campbell, to\nrecommend Council approval of the Consent Agenda, including Items 1 and 2 under the\nTransparent and Responsible Use of Surveillance Technology Ordinance, finding that the\nStaff Report, Privacy Advisory Board recommendations, and back up materials support\nfindings under San Diego Municipal Code section 210.0106(b)(2) that: (A) the benefits to\nthe community of the City’s acquisition and use of the surveillance technology outweigh\nthe costs; (B) the proposed use of the surveillance technology will safeguard civil rights\nand civil liberties; and (C) based on the facts and information presented to the City\nCouncil, there is no effective alternative to the proposed surveillance technology that\nprovides a lesser financial cost to the City and impact on civil rights or civil liberties.\nVOTE: 4-0; von Wilpert-yea, Campillo-yea, Whitburn-yea, Campbell-yea.\nPolice: Jordan Fankhauser, (619) 531-2705\nCity Attorney Contact: Jill S.
