Item 333: Blueprint SD Initiative (General Plan Refresh), Environmental Impact Report for\nBlueprint SD, University Community Plan Update and Hillcrest Focused Plan\nAmendment (SCH. 2021070359).\nThis item will be considered in the afternoon session which is scheduled to begin at\n2:00 p.m.\nTotal Estimated Cost of Proposed Action and Funding Source:\nThere are no expenditures being authorized with this action.\nCouncil District(s) Affected: Citywide.\nProposed Actions:\nThe Blueprint SD Initiative includes a comprehensive amendment to the General Plan\n(also referred to as the “General Plan Refresh”) to better align the City of Villages\nStrategy to reflect the latest goals, policies, and plans for housing, environmental\nprotection, and climate change adaptation and sustainable growth. The Blueprint SD\nInitiative would amend the General Plan to reflect an updated Citywide land use and\npolicy framework designed around the 2050 regional transportation network to promote\nreductions in per capita greenhouse gas (GHG) emissions and vehicle miles traveled\n(VMT). A Program Environmental Impact Report (SCH No. 2021070359) was prepared\nfor the prepared for Blueprint SD Initiative, University Community Plan Update, and the\nHillcrest Focused Plan Amendment, and will be considered by the Council with this item.\nSubitem-A: (R-2025-8)\nResolution Certifying Environmental Impact Report SCH.
