11. Award of Contract to Hardy and Harper for the B Street from Bonita Avenue to Foothill\nBoulevard Improvement Project, CIP Proj. ST2304 This action will reject the low bid as non-\nresponsive and award a construction contract to Hardy & Harper, Inc. in the amount of\n$1,695,000 for the B Street, from Bonita Avenue to Foothill Boulevard Improvement Project. The\nproject will be funded by a combination of budgeted Gas Tax and Annual Pavement\nManagement Program funds for the repaving of existing asphalt pavement, concrete repairs,\nreplacement of various signage and striping, and traffic calming & curb ramp enhancements.\nRecommendation: That the City Council:\n1. Reject the lowest bid submitted by Leonida Builders, Inc. due to a failure to conform to\nthe provisions of the specifications resulting in a non-responsive bid;\n2. Award a public works construction contract to Hardy & Harper, Inc., the lowest, most\nresponsive bidder, in the amount of $1,695,000.00 for the B Street from Bonita Ave. to\nFoothill Blvd. Improvement Project, Proj. ST2304, which includes the base bid scope of\nwork ($1,625,000) and additive alternate bid item No. A-2 ($70,000); and,\n3. Authorize staff to issue change orders not exceeding 10% of the construction budget for\na total possible construction contract cost of $1,864,500.00.
