6.B. EXPEDITE ZONE TEXT AMENDMENTS TO ENABLE THE EARLY\nISSUANCE OF DEMOLITION PERMITS FOR CERTAIN VACANT\nPROPERTY BUILDINGS [J. ERICKSON, Y. QUARKER, A. LOVANO]:\nSUBJECT: The City Council will consider directing staff to expedite a\nZone Text Amendment to enable the early issuance of demolition permits\nfor certain vacant properties based on public safety impacts. The Zone\nText Amendment will include a two-year sunset date to allow staff time to\nassess this as a permanent code change.\nRECOMMENDATIONS: 1) Direct staff to draft a Zone Text Amendment\nwith a two-year sunset date to enable the early issuance of demolition\npermits for vacant properties based on public safety impacts for residential\nand commercial projects with or without entitlements; and 2) Direct staff to\nexpedite the process for the Zone Text Amendment according to the\ntimeline outlined in this staff report.
