36. 24-54313 Recommendation to adopt resolution requesting the Registrar- Recorder/County\nClerk to call, provide, and give notice of a General Municipal Election to be\nconsolidated with the Statewide General Election to be held in the City of Long\nBeach (City) on Tuesday, November 5, 2024, and include the proposed Charter\namendment to a vote of the qualified electors of the City to amend and restate\nArticle V (Officers and Employees) to modify the length of terms for Harbor and\nPublic Utilities Commissioners to three (3) terms of four (4) years; and Article XII\n(Harbor Department) to transfer authority over Harbor Department employment,\nexcepting a Board-appointed Chief Operating Officer, Executive Officer to the\nBoard, and Board staff, from the Harbor Commission to the Chief Executive Officer\n(who the Board will continue to employ and appoint); and formally align the Harbor\nDepartment’s annual budget timeline to the City’s fiscal year of October 1 to\nSeptember 30; directing City Attorney to prepare an impartial analysis of the\nCharter amendment; and providing for the filing of primary and rebuttal arguments\nand setting rules for the filing of written arguments regarding a proposed Charter\namendment to be submitted at said election.\nOffice or Department: Harbor Department; Utilities\nSuggested Action: Approve recommendation.
