City Manager — Adopt Categorical Exemption Under California Environmental\nQuality Act (CEQA) Section 15301 and Approve Third Amendment to Lease\nAgreement and Memorandum of Amendment to Lease Agreement for Portion of\nCity-owned Property Located at 22780 Lupine Drive Known as Sea Aire Golf\nCourse. Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Adopt a California Environmental Quality Act (CEQA) Categorical Exemption pursuant\nto Guideline Section 15301 (Existing Facilities); and\n2) Approve a third amendment to lease agreement (C2009-245) by and between the City\nof Torrance, a municipal corporation, and T-Mobile West Tower LLC, a Delaware\nlimited liability company, by and through CCTMO LLC, a Delaware limited liability\ncompany, its attorney in fact, to utilize a portion of City-owned property to operate a\ncellular phone antenna site at 22780 Lupine Drive known as Sea Aire Golf Course; and\n3) Approve memorandum of amendment to lease agreement between the City of\nTorrance, a municipal corporation, and T-Mobile West Tower LLC, a Delaware limited\nliability company, by and through CCTMO LLC, a Delaware limited liability company.\n9.
