J. MUNICIPAL PROGRAM TRANSFER AGREEMENT WITH THE SAFE, CLEAN\nWATER PROGRAM (MEASURE W) FUNDING\nIn order to receive approximately $445,000 from the voter-approved Safe,\nClean Water Program (Measure W), the City and the Los Angeles County Flood\nControl District must execute a Municipal Transfer Agreement. This Agreement\nwill enable the City to receive annual funding for Citywide Stormwater Capital\nImprovement Projects, Water Quality Improvement Projects, Stormwater and\nUrban Runoff Capture Projects, City staff labor for construction projects and\nadministrative tasks related to the Program. The funds that will be transferred\nfrom the City via the Transfer Agreement are currently estimated at\napproximately $445,000 annually. Funds have been budgeted under the\nStormwater Fund 138 for Fiscal Year 2024-2025.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-44 and\nauthorize the City Manager to execute the Transfer Agreement between the\nCity, and the Los Angeles Flood Control District to receive Safe, Clean Water\nProgram (Measure W) funding.\nCity Council Regular Meeting Agenda – August 20, 2024 7
