AWARD CONTRACT NO. 24-02 TO SULLY-MILLER CONTRACTING\nCOMPANY FOR THE WALNUT GROVE AVENUE AND BROADWAY\nINTERSECTION IMPROVEMENT PROJECT, CAPITAL IMPROVEMENT\nPROJECT NO. 1-08-11 FOR $2,172,641 PLUS A 10% CONTINGENCY\nThe Walnut Grove Avenue and Broadway Intersection Improvement Project,\nCapital Improvement Project No. 1-08-11 will consist of widening the\nintersection, upgrading traffic signals, improving sidewalk and parkway\nconditions, and reconstructing the pavement in the intersection and its\napproaches. This intersection is identified as a poor-performing intersection in\nthe General Plan, and its proximity to three schools adds significant traffic and\npedestrian volumes during peak weekday periods. The project will improve the\nlevel of service, congestion, pollution, traffic flow, and safety. Sully-Miller\nContracting Company was the lowest responsive bidder. The adopted Fiscal\nYear 2024-2025 budget includes a construction funding of $990,625 in various\naccounts. The original Engineer Cost Estimate was about $850,000, 14 years\nago. Materials and construction costs have increased dramatically throughout\nthe years, especially after the pandemic. Staff is requesting an appropriation of\n$1,399,281 from the Measure M Fund to account 122-800-59-97-706 for the\nconstruction of the project plus a 10% contingency. This project will be\nmanaged and inspected using in-house staff.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\ndetermined to be Categorically Exempt per CEQA Section 15301 – Existing\nFacilities. The project will improve the existing condition of the intersections. No\npotential significant impacts to the environment are anticipated in this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 24-40 to appropriate an additional $1,399,281 from\nthe Measure M fund account 122-800-59-97-706;\n2. Approve plans and specifications for the Walnut Grove and Broadway\nIntersection Improvement Project;\n3. Authorize the City Manager to execute Contract No. 24-02 with Sully-Miller\nContracting; and\n4.
