5-A. CONSIDERATION AND POSSIBLE ACTION TO INTRODUCE AND WAIVE FIRST READING\nOF AN ORDINANCE ADOPTING AN ENGINEERING AND TRAFFIC SURVEY FOR\nHELLMAN AVENUE BETWEEN ATLANTIC BOULEVARD AND NEW AVENUE, AND\nREDUCING THE SPEED LIMIT ON HELLMAN AVENUE, BETWEEN GARFIELD AVENUE\nAND NEW AVENUE, FROM 35 MPH TO 30 MPH\nIt is recommended that the City Council consider:\n(1) Introducing and waiving first reading for an Ordinance reducing the speed limit on Hellman\nAvenue, between Garfield Avenue and New Avenue, from 35 mph to 30 mph; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq.; “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15303 exempts activity that results in new construction or\nconversion of small structures. If adopted, the Ordinance revises the speed limit on Hellman\nAvenue, between Garfield Avenue, and New Avenue, which requires installation of level street\nsignage. Accordingly, the Ordinance is exempt from further review.
