ACCEPTANCE OF GREENLATINOS URBAN & COMMUNITY FORESTRY\nPROGRAM SUBAWARD GRANT AGREEMENT FOR THE STREET TREE\nPLANTING - FEDERAL PROJECT\nSummary:\nThe City Council adopted the 2023 Street Tree Master Plan (STMP) with the\ngoal of to restoring and expanding the City’s urban forest canopy. Following the\nCity’s adoption of the STMP, the U.S. Department of Agriculture (USDA) Forest\nService made competitive grants available to plant and maintain trees to\nenhance and expand the nation’s urban forestry. On September 14, 2023, the\nUSDA approved the City as a sub awardee, granting $1,000,000 in funding for\nits Street Tree Planting - Federal Project (Project). GreenLatinos, a national\npass-through partner for the USDA Forest Service, will collaborate with the City\nthroughout the duration of the Project to ensure implementation of and\ncompliance with the terms of the grant agreement. The City Council will consider\nacceptance of grant funds for the Project and authorize the City Manager and /or\nPublic Works Director to execute the grant agreement and all necessary\ndocuments to receive and expend awarded grant funds.\nStrategic Plan Goal(s):\nGoal No. 1: Financial Stability: Ensure the City’s long-term financial stability\nand resilience\nGoal No. 4: Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendations:\n1. Adopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, ACCEPTING GRANT FUNDS FROM GREENLATINOS FOR\nTHE STREET TREE PLANTING - FEDERAL PROJECT\n2. Adopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA AMENDING THE ADOPTED BUDGET AND AUTHORIZING\nBUDGET APPROPRIATIONS FOR FISCAL YEAR 2024-25 FOR STREET\nTREE PLANTING - FEDERAL PROJECT IN THE AMOUNT OF $1,000,000\n3. Authorize the City Manager and/or Public Works Director to administer the\ngrant agreement and all necessary documents to receive and expend\nawarded grant funds.
