E. Approval of Fourth Modification to Agreement #10071 (CCS) with Vector Airport Systems for\nOperation of the City’s Landing Fee Program at the Santa Monica Airport\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act\n(CEQA) Guidelines; and\n2. Authorize the City Manager to negotiate and execute a fourth modification to\nagreement #10071 (CCS) with Vector Airport Systems (Vector) to adjust the terms of\nthe commission-based compensation for landing fee collection services and to extend\nthe contract term through December 31, 2028.
