A. Adoption of Resolution and Approval of Release of Request for Proposals for City-Owned Sites\nDesignated for Affordable Housing Development in the City's 6th Cycle Housing Element and\nDeclaration of Sites as "Exempt Surplus Land" in Accordance with the Surplus Land Act\nNew Item Received. 8/22/2024\nRecommended Action\nStaff recommends that the City Council:\n1. Declare two City-owned properties located at 1333 4th Street (APNs 4291-011-909 and\n4291-011-910) and 1324 5th Street (APNs 4291-011-900, 4291-011-901, 4291-011-902,\n4291-011-903, 4291-011-904, 4291-011-905 and 4291-011-908) as “exempt surplus land”\nas defined in Government Code 54221(f), adopt a resolution declaring the 4th/5th and\nArizona as exempt surplus, authorize the City Manager or his or her designee to take\nimplementing actions necessary to comply with the Surplus Land Act (Government Code\nsections 54220 et. seq.); and authorize the release of Request for Proposals for ground\nleasing and development of 4th/5th and Arizona by June 30, 2025.\n2. Declare City-owned properties located at Bergamot Station Arts Center located at 2500\nOlympic (APNs 4268-013-919 and 4268-014-900) as “exempt surplus land” as defined in\nGovernment Code 54221(f), adopt a resolution declaring the Bergamot Station Arts\nCenter as exempt surplus, authorize the City Manager or his or her designee to take\nimplementing actions necessary to comply with the Surplus Land Act (Government Code\nsections 54220 et. seq.); and authorize the release of Request for Proposals for ground\nleasing and development of the Bergamot Station Arts Center by June 30, 2027.\n3. Adopt a finding of categorical exemption pursuant to Section 15312 of the California\nEnvironmental Quality Act (CEQA) Guidelines, a finding of no possibility of significant\neffect on the environment pursuant to Section 15061(b)(3) (Common Sense Exemption),\nand a finding that the development of affordable housing on City-owned property was\npreviously analyzed in the 6th Cycle Housing Element Environmental Impact Report.\nStaff Report Printout\na.
