Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Approve a side letter agreement between the Torrance City Employees Association\n(TCEA) and Management to implement Enhanced Recruitment and Retention Pilot\nProgram; and\n2) Approve a side letter agreement between the Torrance Municipal Employees -\nAFSCME Local 1117 (TME-AFSCME) and Management to implement Enhanced\nRecruitment and Retention Pilot Program; and\n3) Approve a side letter agreement between the Torrance Police Commanders\nAssociation (TPCA) and Management to implement Enhanced Recruitment and\nRetention Pilot Program; and\n4) Approve a side letter agreement between the Torrance Professional and Supervisory\nAssociation (TPSA) and Management to implement Enhanced Recruitment and\nRetention Pilot Program.
