Finance – Conduct Public Hearing, Adopt RESOLUTION Adopting a Statement\nof Goals and Policies for the Use of the Mello-Roos Community Facilities Act\nof 1982, Adopt ORDINANCE Amending Torrance Municipal Code Regarding\nMitigation of Project-Related Adverse Impacts, and Determine that the Project\nis Exempt from the California Environmental Quality Act (CEQA) Pursuant to\nCEQA Guidelines Sections 15378 and 15061(b)(3). Expenditure: None.\nRecommendation of the Finance Director that City Council:\n1) Conduct a public hearing on an amendment to the Torrance Municipal Code (TMC)\nSection 95.1.6(c) pertaining to the inclusion of provisions regarding the mitigation of\nproject-related adverse impacts through the use of a Community Facilities District, as\nprovided by the Mello-Roos Community Facilities Act of 1982; and\n2) Adopt a RESOLUTION adopting a Statement of Goals and Policies for the use of the\nMello-Roos Community Facilities Act of 1982; and\n3) Adopt an ORDINANCE amending the TMC Section 95.1.6 of Chapter 5 of Article 1 of\nDivision 9 entitled “Final Determination and Findings”; and\n4) Determine that the project is exempt from California Environmental Quality Act (CEQA)\npursuant to Sections 15378 and 15061 (b)(3); and\n5) Approve an Ordinance Summary for publication.
