a. ADOPTION OF A RESOLUTION TERMINATING THE CITY MANAGER’S\nPROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY IN\nRESPONSE TO 2024 FEBRUARY WINTER STORMS\nSummary:\nOn February 4, 2024, Governor Newsom proclaimed a State of Emergency for\neight counties in Southern California, including Los Angeles County, as a series\nof winter storms began impacting much of the State with high winds, damaging\nrain, and heavy snowfall. On February 6, 2024, the City of Signal Hill\nexperienced significant damage to the Panorama Promenade and Molino\nAvenue and 20th Street. On February 7, 2024, the City Manager, in his role as\nthe Director of Emergency Services, signed a proclamation of a local emergency\nin response to the February 2024 winter storm activity, which the City Council\nadopted at its February 13, 2024, meeting. On April 15, 2024, President Biden\napproved a Major Disaster Declaration for California and made available Federal\ndisaster assistance to supplement recovery efforts for the areas affected by the\nFebruary 2024 winter storms.\nThe City has completed all emergency work related to the February 2024 winter\nstorms at both Panorama Promenade and Molino Avenue and 20th Street. Staff\nis currently working with Federal Emergency Management Agency (FEMA) and\nCalifornia Governor's Office of Emergency Services (CalOES) to obtain funding\nassistance for all completed emergency work projects and develop a permanent\nmitigation solution for Panorama Promenade slope.\nStaff recommends the City Council consider adopting a proposed Resolution\nterminating the proclamation of the existence of a local emergency in response\nto the 2024 February winter storms.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 3 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendation:\nAdopt the resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, TERMINATING THE PROCLAMATION OF THE EXISTENCE OF\nA LOCAL EMERGENCY BY THE CITY MANAGER OF THE CITY OF SIGNAL\nHIILL, AS DIRECTOR OF EMERGENCY SERVICES
