3-D. Declaration of Local Emergency for Homelessness - Implementation\nActions for the Los Angeles County Development Authority\nRecommendation as submitted by Supervisors Solis and Hahn: Apply the\ndelegated authorities and processes proclaimed and approved by Board\nOrder No. 3 of January 10, 2023 entitled, “Proclamation of Local\nEmergency for Homelessness in the County of Los Angeles” (Emergency\nProclamation), and those delegated authorities and processes approved by\nBoard Order No. 16 of February 7, 2023 entitled, “Declaration of Local\nEmergency for Homelessness - Implementation Actions,” and further tools\nand delegated authorities approved by Board Order No. 22 of October 3,\n2023 entitled, “Updating the County’s Implementation of the Proclamation of\na Local Emergency for Homelessness in the County of Los Angeles,” to the\nLos Angeles County Development Authority (LACDA) and the Executive\nDirector of the Los Angeles County Development Authority, in implementing\nthe People Experiencing Homelessness (PEH) Missions that implements or\nis in support of a PEH Mission in response to the Emergency Proclamation;\nand to improve homeless service delivery, authorize the Executive Director\nto apply for, and accept new or expanded grant agreements that support a\nPEH Mission, provided the Executive Director confirms in writing that the\nservices funded by the grant support a PEH Mission in response to the\nEmergency Proclamation, sufficient funds are budgeted for matching or\nother grant requirements, and adopt and instruct the Chair to sign a\nresolution authorizing the Executive Director to apply for and receive State,\nFederal, or local funds, and execute all necessary agreements for use of\nsuch funds and take all related actions, including execution of any\nnecessary documents.
