54. Proposition A and No-Cost Concession Cafeteria Services Sole\nSource Agreement Amendments\nRecommendation: Find pursuant to County Code Section 2.121.420 that\nsecurity, housekeeping, laboratory courier and landscape maintenance\nservices under the Proposition A (Prop A) Agreements continue to be\nperformed more economically by independent contractors; authorize the\nDirectors of Health Services and Public Health to execute sole source\namendments to the expiring Prop A Agreements for security, housekeeping,\nlaboratory courier and landscape maintenance services and a no-cost\nconcession cafeteria services agreement to extend the term of each\nagreement for a period of six months, with up to six one-month extension\noptions and increase the County’s maximum obligation, if any, accordingly;\nand authorize the Directors to take the following actions: (Departments of\nHealth Services and Public Health) APPROVE\nAmend the agreements to increase the service rates payable under\nthe agreements, as applicable to align with increase(s) in the Living\nWage Ordinance rate per direction from the Chief Executive Office\nand, in consultation with the Chief Executive Officer and County\nCounsel, comply with any current or future regulatory or legislative\nrequirements and Board directives;\nReaffirm prior delegations of authority to amend the agreements,\nincluding to add, delete and/or modify certain terms and conditions as\nrequired by law, County policy, or the Board, to modify the\nagreements, including terms and conditions and scope of services, to\nimplement improvements and address changes in service needs,\nrequirements and applicable policies, rules and regulations, and\nadjust the maximum County obligation, if any, by up to 15%\naccordingly, and incorporate and/or revise non-substantive and\nadministrative terms and conditions; and\nTerminate the agreements in accordance with the applicable\ntermination provisions, including for the convenience of the County\nand contractor’s default, with advance written notification of such to\nthe Board.
