69. Santa Monica Bay Beaches Bacteria Total Maximum Daily Loads\nCoordinated Shoreline Monitoring Plan Memorandum of Agreement\nRecommendation: Authorize the Director of Public Works, on behalf of the\nCounty, to execute a Memorandum of Agreement (MOA) between the\nCalifornia Department of Transportation, Cities of Agoura Hills, Calabasas,\nEl Segundo, Hidden Hills, Los Angeles, Malibu, Santa Monica, Thousand\nOaks, and Westlake Village (2, 3 and 4), County and the County Flood\nControl District (District), to share in the costs of implementing the Santa\nMonica Bay Beaches Bacteria Total Maximum Daily Loads Coordinated\nShoreline Monitoring Plan (Plan) for a total County cost not to exceed\n$1,000,000; authorize the Director of Public Works to execute any\nnecessary amendments, including extensions of term, to in kind MOAs,\nprovided that any amendments do not increase the amount of the County’s\nfunding contribution by more than 10%, which is included in the\nnot-to-exceed amount of $1,000,000; and find that the proposed actions are\nnot a project under the California Environmental Quality Act (CEQA); and\nAlso, acting as the District, authorize the Chief Engineer of the District to\nexecute a MOA between the California Department of Transportation Cities\nof Agoura Hills, Calabasas, El Segundo, Hidden Hills, Los Angeles, Malibu,\nSanta Monica, Thousand Oaks, and Westlake Village, the County and\nDistrict, to share in the costs of implementing the Plan for a total District\namount not to exceed $300,000, and execute any necessary amendments,\nincluding extensions of term, to in kind MOAs; and find that the proposed\nactions are not a project under CEQA.
