Carmenita Road and Imperial Highway Intersection Improvements\nProject Construction Contract\nRecommendation: Approve the Carmenita Road and Imperial Highway\nIntersection Improvements Project (Project), located in the City of Santa Fe\nSprings and in the unincorporated community of South Whittier (4), and\nadopt the plans and specifications that are on file for the Project at an\nestimated construction contract amount between $900,000 and $1,325,000;\nadvertise for bids to be received before 11:00 a.m. on October 8, 2024; find\nthat the proposed Project, and related actions, are exempt from the\nCalifornia Environmental Quality Act; and authorize the Director of Public\nWorks to take the following actions: (Department of Public Works)\nADOPT\nDetermine whether the bid of the apparent responsible contractor\nwith the lowest apparent responsive bid is, in fact, responsive and, if\nnot responsive, determine which apparent responsible contractor\nsubmitted the lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less\nthan the estimated cost range; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change\norders, accept the Project upon its final completion, and release\nretention money withheld.
