38. 2023 Urban Area Security Initiative Grant Funds\nRecommendation: Accept $17,020,589 in 2023 Urban Area Security\nInitiative (UASI) Grant funds under Assistance List No. 97.067 from the\nDepartment of Homeland Security (DHS) as distributed through the Los\nAngeles/Long Beach Urban Area (LA/LBUA) with a performance period of\nSeptember 1, 2023 through May 31, 2026, and approve the allocation of\nsuch funds; authorize the County’s Purchasing Agent to proceed with the\nsolicitation and purchase of capital assets, which are in excess of $250,000\nwith two weeks advance notice to the Board; authorize the Chief Executive\nOfficer to approve and execute the UASI subrecipient agreement with the\nCity of Los Angeles and all future amendments, modifications, extensions,\nand augmentations as necessary; and find that the County activities to be\nfunded with the 2023 UASI funds from the DHS as distributed through the\nLA/LBUA do not constitute projects under the California Environmental\nQuality Act (CEQA) or, in the alternative, are exempt from CEQA.\n(24-3614)
