66. Michillinda Avenue Intersection Improvements Project Construction\nContract\nRecommendation: Approve the Michillinda Avenue Intersection\nImprovements Project (Project) located in the Cities of Arcadia and\nPasadena and in the unincorporated community of East Pasadena (5), and\nauthorize the Director of Public Works to adopt the plans and specifications\nfor the Project at an estimated construction contract amount between\n$1,700,000 and $2,600,000; authorize the Director of Public Works, acting\nas the Road Commissioner, to advertise for bids when ready to advertise\nthe Project; and find that the proposed Project, and related actions, are\nexempt from the California Environmental Quality Act; and authorize the\nDirector, acting as the Road Commissioner, to take the following actions:\n(Department of Public Works) ADOPT\nDetermine whether the bid of the apparent responsible contractor\nwith the lowest apparent responsive bid is, in fact, responsive and, if\nnot responsive, determine which apparent responsible contractor\nsubmitted the lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less\nthan the estimated cost range, or that exceeds the estimated cost\nrange by no more than 15%, if additional funds have been identified;\nand\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change\norders within the same monetary limits delegated to the Director,\naccept the Project upon its final completion, and make required\nfindings and release retention money withheld.
