6. MacLaren Esperanza Village Project\nRecommendation as submitted by Supervisor Solis: Acting as a responsible\nagency pursuant to the California Environmental Quality Act (CEQA), for\nthe Esperanza Village Project (Project), certify that the County has\nconsidered the Initial Study-Mitigated Negative Declaration (IS/MND),\nprepared and adopted by the City of El Monte (City) as the lead agency, on\nNovember 15, 2022 and the Addendum to the Adopted IS/MND, which\nwere prepared and adopted by the City as the lead agency, on July 23,\n2024; adopt the City’s Mitigation Monitoring and Reporting Program to the\nextent applicable to the County’s actions, finding that the Mitigation\nMonitoring Program is adequately designed to ensure compliance with the\nmitigation measures that will be implemented for the Project; find that the\ncurrent actions are within the scope of the City’s previously adopted\nIS/MND and Addendum by the City, and there are no changes to the\nProject or to the circumstances under which they will be undertaken that\nrequire additional findings under CEQA; establish the proposed Esperanza\nVillage New Medical Building, Capital Project (CP) No. 6A024, with an initial\nbudget of $8,840,000; approve an appropriation adjustment to reflect the\ntransfer of $8,840,000 in Net County Cost from Committed for Department\nof Children and Family Services (DCFS) to CP No. 6A024, to fund\npredevelopment efforts; and take the following actions: 4-VOTES (Relates\nto Agenda No. 1-D)\nAuthorize the Director of Public Works to proceed with the\npreparation of technical and environmental studies, utilizing an\nexisting Board approved as-needed environmental services contract,\nand to prepare design-build scoping documents in compliance with\nstandard County contracting requirements, utilizing an existing Board\napproved as-needed design services contract, for the proposed CP\nNo. 6A024;\nApprove the proposed Esperanza Village Affordable Housing Project,\nan affordable multifamily rental housing development consisting of\napproximately 202 affordable rental housing units reserved for\noccupancy by low-income persons/families, seniors, and persons\nwith special needs for a proposed 75-year ground lease term\n(Housing Project) located on a portion of the property located at 4024\nDurfee Avenue in the City of El Monte (Site);\nFind that the Housing Project Site is exempt surplus land per\nGovernment Code Section 54221(f)(1)(A), where the Housing Project\nwill be used to provide affordable housing to families and senior\ncitizens within the County;\nAuthorize the Executive Director of the Los Angeles County\nDevelopment Authority, to act on behalf of the County and to\nnegotiate and execute an Option to Lease Agreement between the\nCounty and MacLaren Hall Partners, LLC, a California limited liability\ncompany, or its County-approved designee (Developer), to lease the\nHousing Project Site for the development of the Housing Project; and\nAuthorize the Executive Director to serve as the agent to the County\nto manage development of the Housing Project, including execution\nof the Ground Lease, upon satisfaction of the conditions set forth in\nthe Option to Lease Agreement, and any other additional transaction\ndocuments consistent with and/or necessary for, the implementation\nof the foregoing approvals, including execution of any amendments to\nthe foregoing documents.
