67. Ventura Park and Ride Lot Improvements Contract\nRecommendation: Approve the Ventura Park and Ride Lot Improvements\nProject (Project), located in the City of Los Angeles (5), and authorize the\nDirector of Public Works to adopt the plans and specifications for the\nProject at an estimated construction contract amount between $1,500,000\nand $2,300,000, with funding included in the Fifth Supervisorial District's\nProposition A Local Return Transit Program in the Transit Operations Fund\nFiscal Year 2024-25 Budget, and funding for future fiscal years will be\nrequested through the annual budget process; authorize the Director of\nPublic Works, acting as the Road Commissioner, to advertise for bids when\nready to advertise the Project; find that the proposed Project, and related\nactions, are exempt from the California Environmental Quality Act; and\nauthorize the Director, acting as the Road Commissioner, to take the\nfollowing actions: (Department of Public Works) ADOPT\nDetermine whether the bid of the apparent responsible contractor\nwith the lowest apparent responsive bid is, in fact, responsive and, if\nnot responsive, determine which apparent responsible contractor\nsubmitted the lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less\nthan the estimated cost range, or that exceeds the estimated cost\nrange by no more than 15%, if additional funds have been identified;\nand\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change\norders within the same monetary limits delegated to the Director,\naccept the Project upon its final completion, and release retention\nmoney withheld.
